The monograph contains a number of key areas of development of modern domestic administrative and constitutional law. It is not just given in many respects a critical assessment of the current federal constitutional law "on an emergency", but specific directions of its improvement are proposed.
One of the most important conclusions of the author is the proposal to transfer to the state authorities of the constituent entities of the Russian Federation the right to independently introduce a state of emergency on the grounds of a natural and technogenic nature. The author convincingly proves the need to develop a new bill, which would provide for the introduction of a preventive regime of a special position preceding the state of emergency and granting federal executive authorities additional powers to prevent a state of emergency.
The monograph is primarily intended for legislators, which must understand that public relations in the Russian Federation of 2000 and in modern Russia are completely different, that it is high time to improve domestic extraordinary legislation.
