The first part of the manual tells about the evolution of ideas about the role of the state in social administration, the history of the formation of a social state is traced, its economic mechanism, socio-political and moral logic is revealed, the influence on its development of globalization and technical progress is analyzed. The second edition is supplemented by relevant information about the challenges associated with the accelerated against the background of the Covid-19 pandemia by digitalization of the economy, the expansion of the boundaries of unstable employment, as well as the prospects for the introduction of unconditional basic income.
In the second part of the manual, the basic concepts and criteria for the effectiveness of social policy are revealed, its role in the fight against poverty and inequality, and the procedure for financing the industries of the social sphere is described. Special attention is paid to the reform of the social sphere, its goals and intermediate results, as well as the roles of local self -government in the implementation of social policy. The educational material includes a description of the methods and results of sociological research on these topics.
The manual is addressed to future sociologists (profile "Economic Sociology"), may be of interest to teachers, undergraduates and graduate students specializing in the field of social sciences.
