This book analyzes the problem of development and interaction in the modern world of national culture, existing on the basis of the principles of citizenship and political sovereignty, and ethnic culture, which was formed within the framework of a historical and genetic community. The authors analyze such "side effects" strengthening the ethnic factor in politics as multiculturalism and ethno -nationalism, and show how much the potential of communication is the national culture, which unites different peoples both on the basis of the equality of citizenship and legal norms, and on the basis of cultural equality. The authors turn to the issues of globalization, justifying the danger of preferential policy in relation to mass culture, as well as the unproductiveness of the consideration of the sphere of culture as a source of economic profit. The work raises the question of preserving the authenticity of culture in a situation of widespread spread of high technologies and the need to support cultural heritage in the conditions of intensive development of the information sphere is proved.
