The monograph made by the team of scientists of the Financial University under the Government of the Russian Federation under the scientific leadership of the head of the department “State and Municipal Administration” O.V. Panina is based on the results of research work on “Analysis and evaluation of the possibilities of creating a direct mechanism of citizens in the formation Comfortable urban environment.
In the study, modern approaches to formalizing and describing a comfortable urban environment, taking into account the prospects for the development of Russian cities, are systematized, modern ideas about the comfort of the urban environment were systematized. The proposals for making additions to legislative and regulatory acts regarding the formation and application of the mechanism for the direct participation of citizens in creating a comfortable urban environment, including the National Project “Housing and the Urban Environment”, are justified. Recommendations are given to adapt the methods and tools for creating a mechanism for the direct participation of citizens in the formation of a comfortable urban environment, tested in the system of public administration of developed countries of the world. The sections that reveal the directions of improving the current system for informing stakeholders about the results of the formation of a mechanism for the direct participation of citizens in the development of a comfortable urban environment, as well as sections dedicated to assessing the contribution of citizens" participation in the development of a comfortable urban environment. The monograph also analyzes the course of the implementation of the national project “Housing and the urban environment” and presents recommendations for improving the implementation of the programs for the formation of a modern urban environment for 2018–2022.
