The report is devoted to the analysis of the dynamics of the standard of living of the Russian population in the post-Soviet period, that is, from the beginning of the 1990s before our time. The ambiguity of the trends of the key characteristics of welfare indicating the trends in this period leads to sufficiently controversial estimates of the country"s total vector development vector from the point of view of the theory of human capital and the prospects for modernization. The authors conduct their own analysis and based on it draws conclusions about the dynamics of the standard of living of the Russian population over the years of post-Soviet development
