Already in 1931, with an increase in the number of cars and, as a result, traffic accidents had the need to create individual structural units of the police - departments for the regulation of street traffic (guns) And since 1932, typical rules of street movement began to operate. Silent traffic controllers received white gloves instead of a rod, which remained in shape until 1939. Characteristic images of traffic controllers are captured on posters that promote compliance with the rules of street movement and familiarize with the road markings of city streets, made in the mid-1930s V. Viktorov and M. Valkov.
The role of the police was unusually increased after the years after the end of the Great Patriotic War.
