Wishing to speed up the execution of sentences, the government adopted the law on the effectiveness of the judicial system, according to which the courts received the right to make death sentences in the absence of the accused. Employees of the special department for the execution of the highest penalties were to independently search for criminals and immediately lead a sentence. For unquesting submission to the letter of the law and unheard of cruelty, they were called dolls.
