The monograph of the famous researcher of the NEP period Yuri Goland is devoted to the analysis of how in the early 20s of the last century after the end of the civil war and the transition to the new economic policy (NEPA) in the destroyed Russia managed to prepare and conduct monetary reform on the basis of a combination of market methods and government regulation. The economic course in those years was determined in sharp discussions between adherents of fundamentally different views, which were held both publicly and in the corridors of power. The focus of these disputes were such relevant and in our time, problems as the relationship of production and financial tasks, market regulation, reasons for price increases, the conditions for attracting foreign capital, the relationship between the authorities and business students. The study of these discussions is not only historical interest, but can also facilitate the search for the permission of modern problems
