The work was written from the standpoint of human center methodology. Traditionally, the discretion is considered as a negative phenomenon, a source of abuse, and most scientists are inclined to the need to reduce it. In the book, both sides (negative and positive) of this concept are revealed, however, the emphasis is on the positive role of discretion in the process of exercising rights, freedoms, fulfillment and compliance with obligations by citizens. The monographs reveal the conditions, mechanism, features of discretion in the direct exercise and application of law.
