Count Dmitry Alekseevich Milyutin (1816-1912) - military minister, member of the State Council, Honorary Member of the Academy of Sciences and all kinds of military academies, an encyclopedically educated scientist, one of the most progressive and enlightened statesmen of his time. Count Milyutin entered the history of Alexander II, during the reign of which for twenty years-from 1861 to 1881-headed the military ministry and carried out reforms that radically changed the Russian army. In 1874, universal military service was canceled for all classes, the total service life from 25 to 16 years old was reduced, heavy bodily punishments were abolished, cadet gymnasiums, Junker schools, military-legal academy, special training programs for military establishments, women"s medical courses, women"s medical schools, and women. For many years Count Milyutin kept a diary, which, according to his will, was transferred to the Imperial Academy of the General Staff. The diary covers the period from 1873 to 1900 and more than once was subjected to copyright processing, while they turned out to be deleted, for reasons of diplomacy, and sometimes insignificance, details (words, sentences, and sometimes whole paragraphs) In 1947, the Department of Manuscripts of the USSR State Library issued an academic edition of the "Diary" - from 1873 to 1882, - placing in footnotes everything crossed out by the author. In this edition of the footnotes (with the exception of obvious repetitions) are placed in square brackets in the text itself for the convenience of reading. Words, twice emphasized by the author, are printed in a sparse font
