Count Dmitry Alekseevich Milyutin (1816-1912) - military minister, member of the State Council, Honorary Member of the Academy of Sciences and all kinds of military academies, an encyclopedically educated scientist, one of the most progressive and enlightened statesmen of his time. In this edition of the footnotes (with the exception of obvious repetitions) are placed in square brackets in the text itself for the convenience of reading.
