Three months ago, when Norman Osborn disbanded SHIELD, twelve hundred of its agents refused to transfer to service in HAMMER. They did not want to be at the mercy of events over which they could not influence. Now, Dum Dum Dugan is mobilizing an army of former SHIELD operatives with Nick Fury at the helm and under the banner of the Howling Commandos. As a result of a reconnaissance mission with the cyborg agent John Garrett, Fury discovered that the federal employee Seth Waters is not as patriotic as he pretends to be. He poses a threat to both HAMMER and the Howling Commandos. Fury had no choice but to force Waters to back off from the Commandos and find out who his masters are. This means having to do the unthinkable: work together with Osborn. War demands sacrifices: blood, life, principles. There are no problems with blood and life, but sacrificing principles is devilishly difficult.
