The formation of the Moscow state in the XIV - XV centuries. meant not only the unification of the lands of the northeastern and then northwest Russia in the framework of one state education, but also the consolidation of local elites under the rule of sovereigns of all Russia. This process was significantly stretched in time, and its intensity was determined by the urgent tasks of foreign and domestic policy.
