The formation of the Moscow state in the XIV - XV centuries. meant not only the unification of the lands of the northeastern and then northwest Russia in the framework of one state education, but also the consolidation of local elites under the rule of sovereigns of all Russia. This process was significantly stretched in time, and its intensity was determined by the urgent tasks of foreign and domestic policy. The process of adaptation of “alien elements” into the service system had two important components: the ability and expediency from the point of view of the central government to enter them into the prevailing hierarchy and, on the other hand, the desire of such “elements” to adapt to the current rules of the game.
