For many centuries of Russian history, one of the main problems facing the state were regular crop failures, entailing hunger, folk excitement and death of people. However, by the end of the first quarter of the twentieth century, this problem was mostly resolved and the ghost of starvation ceased to stand in front of ordinary people every drought.
Nevertheless, there are still people who claim that the state not only did not fight hunger, but also used it in every possible way as an instrument of political struggle.
