One of the most famous reforms of Peter I is the creation of “colleges”, a new type of government bodies, which marked the indigenous restructuring of public administration in Russia. The book first publishes documents describing an alternative - never implemented - a model of this reform. A series of projects of the arrangement of colleges and other administrative bodies that were prepared on the basis of Western European experience by order of Peter I himself by one of his foreign advisers, Baron Anastasius Christian Luburas, reflects the multiplicity of possible reform paths and allows you to better understand the option that ultimately was all -In implemented by the monarch.
