The personality of Peter I and the era of transformations he generated - the starting point for most disputes about the historical fate of Russia. The work of professional researchers who devoted their career to the study of the Petrovsky rule made a special contribution to the public discussion about how exactly its first emperor changed the country. Such a specialist was Dmitry Olegovich Serov (1963-2019) - one of the best experts in this period, who worked at the junction of historical science and the history of law.
