The book continues the cycle of publications devoted to the issues of recruiting the Russian Imperial Army and the Russian Imperial Fleet with lower ranks. The described period of time - the last decades of the existence of the empire - the end of the XIX - early XX centuries.
In 1874, a general military service was introduced in Russia to replace the recruitment in Russia. As a result, the army has changed quantitatively and qualitatively. There were such problems that no one had even thought about before. The idea of an "armed nation", which at first all the military minds of Europe grabbed, in fact turned out to be a Pandora"s box. All rulers believed that any problems can be solved by a simple arithmetic number - the larger the army, the better. It turned out that this is far from the case. A large number had to be served: constantly maintaining and updated, which required huge expenses and tremendous stress of forces. Society could not and cannot always be at war and constantly work on the army, especially since the army demanded the most close attention. In addition, society was not ready to solve its, purely civilian, problems, often simply shifting them to the military’s shoulders.
