High dynamics of the development of social relations, globalization, internationalization and other factors led to an increase in the number of constitutional reforms around the world. The study conducted a generalization of the modern experience of constitutional reforms, which made it possible not only to systematize them, but also to distinguish from the total mass of constitutional changes. The main attention is paid to the legal theory of constitutional reform. Its doctrinal concept is introduced, essential features are revealed. It is emphasized that the transformation of the Constitution should be a controlled process, correspond to the tasks of social progress, and to contribute to the construction of balanced social relations. The constitutional experience of foreign countries is widely represented, the results of the European Commission for Democracy through Law (the Venice Commission of the Council of Europe) were used. The value characteristics of the constitutions are investigated. The permissible boundaries of constitutional changes have been determined, including in the context of recognition of their legality and legitimacy. The proposed assessments make up for the gap in the study of the waves of constitutional reforms of the late XX-early XXI centuries and retain the spaciousness for further comprehension of the constitutional and legal picture of the world and building scientifically sound forecasts of its development. For the first time, the book was published by the Publishing House Science of the Russian Academy of Sciences in 2016.
