This book is not reducing accounts. It was more important for the author to show that the collapse of the Soviet Union was determined not only and, judging by the facts, not so much the imperatives that paralyzed the reflexes of self -preservation of the nation as the specifics of power structures and the personal qualities inherent in the latest leaders of the USSR.
At each stage of perestroika, options were given, there was a choice. The right of the decisive verdict belonged, however, M.S. Gorbachev. He did not share this right with anyone - nor with parliament, nor with the government, or with colleagues in the Politburo of the Central Committee of the Party, or with the party as an institution. Having accepted the San President, M.S. Gorbachev completely ascended over the constitution and the people"s will, expressed during the general -union referendum.
