The book provides a detailed commentary on the Federal Law of July 3, 2016 No. 237-FZ "On State Cadastre Evaluation" taking into account the amendments made to it, including Federal Laws of December 5, 2022 No. 513-FZ and December 19, 2022 No. 546-FZ. The procedures for preparing for the conduct of state cadastre evaluation (GKO) are thoroughly examined, including the formation of a list of real estate objects subject to GKO, and the procedures that directly include GKO. A comparative analysis is carried out with the norms of the "predecessor" - the Federal Law of July 29, 1998 No. 135-FZ "On Appraisal Activities in the Russian Federation" (Chapter II 1.1. "State Cadastre Evaluation").
The second edition of the book contains an analysis of the innovations of the Federal Law of July 31, 2020 No. 269-FZ, which introduced changes to improve the procedure for determining the cadastral value of real estate objects in order to prevent the use of a cadastral value for taxation purposes that exceeds the market value of the property.
