The capital of the Third Empire Touto was overwhelmed by a wave of crime. Wanting to speed up the execution of sentences, the government adopted the "Law on the effectiveness of the judicial system", according to which the courts received the right to pass death sentences in the absence of accused. Employees of the special department for the execution of the highest punishment had to independently look for criminals and immediately bring the sentence. For unquestioning submission to the letter of the law and unheard of cruelty they called them "dolls"
