The author offers a comprehensive protection of the principles of classical liberalism. At the same time, it connects economic arguments, which is usually nominated in favor of the socio-economic policy of classical liberalism, limited government and open markets, with moral and ethical arguments, which are also related to institutional arguments. This connection ensures the concept of "robust political economy" - we need robust (sustainable) political institutions that can withstand pressure and stresses created by weak parties of human nature. Two of them are considered: the problem of limited rationality (people are not ought and they have to act in conditions of uncertainty) and the problem of stimuli (in some situations, people tend to act opportunistically, so that institutions are required, disciplining a potentially opportunistic agent).
The first part of the book is a direct controversy with representatives of competing social philosophies: supporters of state intervention, drawn their arguments in false "market failures", supporters of two types of communitarian and egalitarists who defend specifically understood equality and social justice.
In the second part, the author systematically applies the principles formulated in the first part to the problems of social security, the formation of supranational bureaucratic superscript, environmental protection and other issues
