This work is one of the first comprehensive legal research of relations in the field of energy supply as part of the liberalized model of heat and electric power in the Russian Federation. From a civilistic position, a system of legal institutions and structures used in this area is reinforced. The result of this was the comprehensive legal concept of energy supply, based on the system of circulation of energy rights as instruments, most relevant to the special legal nature of energy.
The main problems of the current energy legislation are analyzed in the work, and possible ways to solve them are indicated. At the same time, an emphasis is on the development of competition, as one of the most important factors in the efficiency of energy market, as well as the need to protect public interests present in this area.
