In the monograph, problems and contradictions associated with the influence of civil society on the modernization of Russian society are detected, methods and methods of strengthening its impact on solving specific modernization tasks. The focus of authors are issues of strengthening public control institutions and public expertise, development of mechanisms and practices of social partnership and intersectoral interaction of power, business and a non-profit community, raising the level of legal and civil culture of the population, the development of public policy institutions. The uniqueness of work is that conceptual reflections are complemented by the results of three large-scale sociological studies of the singularities of civil society in the regions of Russia, a new mechanism of intersectoral partnership is introduced - socially oriented NPOs, a draft model regional law on state support for socially oriented non-commercial organizations is proposed
