Mikhailovich Barsky was born in 1964 in the city of Reutov, Moscow Region. In 1989 he graduated from MGIMO and entered the service of the Ministry of Foreign Affairs. Professional Chinese, studied in China. More than ten
years dedicated to the work of an oral translator of the Chinese language, in official negotiations he sat on his left hand from B. N. Yeltsin, V. S. Chernomyrdin, E. M. Primakov, V.V. Putin, translating their conversations from Higher Chinese leaders.
For six years he worked in the Soviet, and then the Russian embassy in China, at the Permanent Representative of Russia at the UN in New York, in our diplomatic mission in Indonesia. For several years he was a special representative of the President of the Russian Federation for the Affairs of the Shanghai Cooperation Organization, an ambassador on special instructions of the Russian Foreign Ministry
