Oleg Kotkov was born in the city of Bogorodsk, Nizhny Novgorod region, lives and works in Moscow. Veteran of military service, retired colonel, candidate of military sciences. After graduating from the Ryazan Higher Airborne Command School, he served in the Armed Forces for more than 30 years, including for many years he was in military-diplomatic work abroad.
