The monograph continues a series of publications of the Institute of Legislation and Comparative Law under the Government of the Russian Federation devoted to the problems of legal regulation in the fields of education and science.
A feature of the work in which the results of the analysis of legislation on science and related areas are presented in the fact that in the process of studying a relevant but rather narrow problem - assessment of scientific activity - the author’s position is formed on the basis of a systematic approach to the coverage of more global topics :: the legal status of the subjects of scientific activity, the features of the scientific process, the specificity of the scientific result, etc. Scientific activity is proposed to be considered not only through the prism of little-known to a wide range of readers of parameters (impact factor, Hirsch index, etc), but also as regulated by ethical and legal norms Individual, group and organized activities in scientific institutions, which has special legal regimes of certification, financing, social support, stimulation and encouragement. Such an analysis is aimed at improving the effectiveness of scientific activity, creating optimal conditions for the productive work of scientific groups and, in general, for the progressive development of science in Russia.
