The study of political agencies, carried out using the method of cyclic history, allows us to consider separately taken states as closed socio-cultural and political and legal cycles that take place in the dynamics of their development stages of occurrence, formation, progressive and regressive development, crisis, destruction/mutation.

On the basis of a comparative analysis of the laws of political agencies, the theoretical concept of the “spiral” (mutating) cyclicity of the Western and “circular” (repeating) cyclicity of Russian statehood is put forward.
