The main idea of the monograph is to enable readers a retrospective look to evaluate the effectiveness of legal and managerial measures taken during the struggle against coronaviral infection in 2020. The monograph is a collective scientific work, which presents an analysis of changes in Russian legislation in the second wave of pandemic, and the arguments of the sufficiency and timeliness of the adopted legal measures at that time are given. The action of international conventions in the conditions of pandemia is analyzed, the state and dynamics of corruption in conditions of special restrictive regimes are shown. More thorough legal analysis was subjected to state and legal measures taken by the state aimed at ensuring and protecting the constitutional right to protect health and medical care in the context of the Pandemic in 2020. The book was prepared directly during the initial introduction of new legal and managerial measures to support citizens and restrictions on their rights in a situation of large -scale spread of coronavirus infection in 2020. Thus, the value of this study is the ability to assess the effectiveness of measures to combat pandemia, given the experience of the current situation and the practice of their application.
