About fishing and preservation of aquatic biological resources. Scientific and practical commentary on the Federal Law

Modern Russian legislation on fisheries and preservation of aquatic biological resources is one of the most dynamic. Legal concepts and partly the principles of legislation are transformed, changes are observed in the subject of regulation (in connection with the entry into force of the legislation on aquaculture), and the techniques of legal regulation of public relations in this area are differentiated.
Over the 15 years of the Federal Law of December 20, 2004 No. 166-ФЗ "On Fisheries and the Preservation of Water Biological Resources", a significant array of amendments to the named law and the associated sources of law has been accumulated. An extensive and very difficult practice of right -bearing has developed, which determined the need to create a commentary on this law.
In the commentary, the novels of the legislation on fishing and preserving the aquatic biological resources are evaluated, the advantages and disadvantages of these short stories are evaluated. The foreign experience of regulating public relations in the area under consideration has been set out. The work is designed to promote the solution of the state problem to ensure the equilibrium of successful commercial activity and maintain the reproductive capabilities of living water resources.
