System of state (municipal) procurement: methodology and implementation

The monograph is devoted to the study of state and municipal purchases as a systemic and complex legal phenomenon. It investigates the content of concepts, categories, principles, relations and emerging patterns, which can help the legislator in the development of projects of new regulatory legal acts, and the law enforcement officer increase the efficiency of law enforcement. Also, the provisions of a number of federal laws in the field of public procurement are analyzed in conjunction with the specific issues with which customers and procurement participants meet in practice.
