State regulation of innovation

The publication contains an analysis of the formation of the innovative system of the Russian Federation and the role of federal executive bodies endowed with the powers of state customers in its functioning and development.
A calculation-analytical model of the economic effect of the management of the rights of the Russian Federation for the results of intellectual activity when performing work for state needs, a distinctive feature of the parameters affecting the economic component of the innovative process is proposed. The mathematical description of the model is given.
A system of indicators of quantitative assessment of the management of innovative activities within the framework of the state order, which allow monitoring the efficiency and effectiveness of management.
