The new book by S.V. Stepashin continues to study the role of state audit as one of the instruments of the state and society in solving a complex optimization problem - to ensure a modernization breakthrough in the development of the Russian economy, using all the positive effects of globalization, and at the same time maintain national identity, state sovereignty and competitiveness of our countries. Studying the change in approaches to assessing the success of the economic development of various countries, the author shows an increase in the significance of such "non -economic" criteria as the subjective satisfaction of people with the quality of life, the environmental friendliness of technologies, the openness, responsibility and morality of public administration.
Analyzing the facts that foresee the gradual entry of the globalizing world during the period of instability, the author shows that the developed institution of state audit can become a kind of safety mechanism for national states that can limit dangerous "oscillations" in the socio-economic system.
