The monograph considers the process of formation and development of the contract system of state and municipal procurement as a single, complex system of financial and economic relations formed in the Russian Federation in order to ensure a state order. The foreign experience in organizing public procurement is investigated, the effectiveness of the financing mechanism in the public procurement system is evaluated, the reasons for the ineffective spending of budget funds are analyzed, and the ways of their elimination and a set of criteria indicators are proposed to evaluate the effectiveness of procurement procedures.
