In recent years, the idea of achieving not only industry, but also geographical diversification of Russian foreign trade, expanding trade interaction, and searching for balance with the emerging partners in Asia and the Pacific region becomes one of the central topics of scientific discussions, economic forums and at the highest level. And in the context of the enormous consumer potential of Asian countries and structural changes taking place in the region, this issue acquires strategic significance for Russia.
“Building” of Russia in the Asia-Pacific Regional Trade Architecture is possible in three directions: (1) Expansion of trade cooperation on bilateral basis, (2) Formation of a network of full-fledged trade agreements under the EAEU+formula with individual regional partners , (3) The formation of a full-fledged general-corneal zone of free trade on the basis of APEC (Asia-Pacific Free Trade Zone) with the inclusion of Russia (as well as other EAEU countries) as full-fledged members of the integration format.
The book is an attempt to analyze the probability of implementing each of the three scenarios and evaluate potential effects for Russia. The study is built on a combination of a qualitative analysis of statistical data, regional processes and trends using a wide range of mathematical tools. In addition to the analysis and forecast of the structure of bilateral trade in the “inertial scenario”, the author presents an assessment of the “integration potential” of the Asia-Pacific Free Trade Zone (with the inclusion of Russia as part of the EAEU, as well as without its participation), the calculations of the integration effects of the creation of free zones are given trading with individual regional partners in the EAEU+format - Vietnam, an agreement with which entered into force in 2016, India and Thailand, the creation of free trade zones with which are at the stage of negotiations, as well as China, which is a key trading partner of Russia in Russia ATR and in recent years manifested increased integration activity at regional and global levels.
