The monograph is the second book from the trilogy devoted to the study of legal aspects of ensuring financial security of the Russian Federation. The work is aimed at the formation of a comprehensive and systematic approach to the theoretical and legal identification of the essence of financial security risks and determining their species modification. The genesis of the concept of risks (philosophical, theoretical-legal, economic, financial, etc) is investigated. The problems of identifying, identifying and evaluating risks, as well as features of their prevention and liquidation, are disclosed, a study of the system of organs authorized to manage risk is carried out.
The uniqueness of this work gives a multi -level analysis of the legal regulation of the most acute issues of management of financial security risks - from acts of local authorities to international and foreign documents. Preserving the scientific continuity laid down in the first book "Financial Security Institutions" (2017), the authors pay special attention to the risks of financial security in budget, tax and public banking systems, a monetary circulation system, in areas such as gold and foreign exchange reserves, financial markets, financial markets, Mandatory state social insurance, the circulation of precious metals and precious stones, counteracting the legalization (laundering) of income received by criminal means.
