The training manual in a systematic form presents data on existing legal mechanisms to counteract financial offenses at the regional level, information on the legal and institutional foundations of this activity is given. Particular attention is paid to the main conventional and other legal norms that regulate the counteracting of offenses in the financial sector within the framework of the largest regional international organizations and interstate associations, which will allow students to learn the features and specifics of financial offenses, the features of legal regulation and law enforcement practice in the fight against them. An important feature of the manual is that it is based on a comparative legal approach, which allows you to study in detail the features of law-making and law enforcement at the regional level. The first part of the tutorial is devoted to the consideration of the features of counteracting offenses in the financial sector in the European Union.
