In a fairly complete form, philosophical and mathematical grounds are considered, as well as the methodological content and applied consequences of the law of optimal construction of technocenoses. A modern definition of technology and technical reality is given in the ontological series of realities: non -living - biological - technical - hypertechnic. The key evolutionary value of information is shown. The criterion system is introduced, on the basis of which the conclusion is made that technical reality is currently the highest form of organization of matter of the surrounding world. The methodology of ranking analysis as the most important tool for research, management and optimization of large technical systems of a certain class, based on three bases: a technocratic approach to the surrounding reality as a third scientific picture of the world, the concept of technocenosis, and non -new mathematical statistics of stable infinitely divided distributions. The criteria and algorithms of nomenclature and parametric optimization of technocenoses are justified. The law of optimal construction of technocenoses is formulated as a direct consequence of the use of thermodynamics to objects of a technocenological type. The mathematical justification of the law is given, as well as the following criterion-algorithmic system. As an applied consequence of the law of optimal construction of technocenoses, it is theoretically substantiated and the methodology of optimal control of electrical consumption at the system level is meaningfully revealed. The stage of interval assessment is theoretically substantiated, based on the properties of cypt distributions and allows you to identify objects that abnormally consume electricity. The methodology of modeling and optimizing the processes of electrical consumption is revealed. The concepts of subtle procedures of ranking analysis are introduced: difflex analysis (at the stage of interval assessment), GZ analysis (at the forecasting stage) and ASR analysis (at the stage of standardization of resource consumption) It is recommended to managers who manage large infrastructure facilities (regions, cities, regions, organizations, enterprises, firms), as well as researchers working in the field of optimal construction of large systems, the theory of efficiency, technocenological methods of analysis and synthesis, energy supply and energy conservation.
