The problems of developing the methodological tools for the development of enterprises of the innovative sector and the formation of the national innovative system of Russia on the basis of a network model, stimulating the interaction of organizations of science, education, production and business, have been disclosed. The mechanism of integration of science, education, production and business has been developed, as well as the concept of "national innovative system", the economic effect of the use of preferential taxation is specified, the conditions for the development and functioning of the national innovative system of Russia based on the territorial and industry innovative cluster associations are determined.
The scientific, methodological and practical recommendations developed in monographs found the application in the activities of a real enterprise, which is simultaneously the research center of the perimeter of a large oil company and a resident of the Skolkovo Innovation Center.
