The book presents an approach to increasing the economic efficiency of budget expenditures for a general education based on the use of standards for a student in a budget process. The definition of per capita standards is based on the idea of a standard budget service in general education and its value. The methodology for determining the cost of such a service is presented. Based on a detailed analysis of the features of the formation of education budgets in more than 10 municipalities, the main factors were allocated that reduce the effectiveness of expenses in the industry, and measures were proposed to improve the financing and management system in the field of education. These measures were tested in the development of recommendations for optimizing budget expenditures and calculating the standards of per capita financing in a number of municipalities and formed the basis for calculating the educational subventions of several subjects of the Federation.
