The mechanism for financing environmentally significant measures, prevailing in the 90s. XX century, abolished. Since 2000, continuous attempts to develop an algorithm for budget financing in this area of public relations have been conducted. In the 90s. The financing system was relatively clear and well -coordinated, there were ecological funds, both budget and extra -budgetary, funds for reproduction of individual natural resources, deductions from taxes and fees, like most nature resource payments, were targeted and were sources of financing of environmental measures. With the introduction of the new Budget Code of the Russian Federation, the old system was destroyed. We can say that today it has not developed a holistic, transparent, logically verified system for financing the studied sphere of relations. Currently, the majority of well -known financial instruments are used to finance environmental protection and environmental management, such as their own funds of the budgets of all levels of power to finance the expenditure of the Russian Federation, its subjects and local authorities, inter -budget transfers - subsidies, subventions, subsidies, investments, budget loans as well as various types of programs. Each of the above financing tools has disadvantages both from the point of view of legal regulation and from the position of law enforcement. The legislation is given as of January 2016
