Currently, the majority of well -known financial instruments are used to finance environmental protection and environmental management, such as their own funds of the budgets of all levels of power to finance the expenditure of the Russian Federation, its subjects and local authorities, inter -budget transfers - subsidies, subventions, subsidies, investments, budget loans as well as various types of programs. Each of the above financing tools has disadvantages both from the point of view of legal regulation and from the position of law enforcement. The legislation is given as of January 2016
