This work is more than a ten -year result of reflection and an attempt to answer the rhetorical question of television: what is the cost of the service in housing and communal services? Having begun as an amateur search for an answer, at present, it seems to the author, the work provides practically completed methods for determining the cost of each service.
Why amateur? The search for answers to many questions requires close interaction with accounting and subscriber departments of enterprises, the work of which, for well -known reasons, is closed for adjacent to even one enterprise. The author, not being an employee of these units, naturally did not have access to work with accounting documents and the subscriber department. Moreover, all sorts of related questions to these departments are perceived by wary and suspiciously.
Therefore, the author had to look for all the answers to all questions on their own. Fortunately, the overwhelming array of questions, as it turned out, is in the plane of purely technical. And for each enterprise, specific issues should still be solved purely individually. The author was faced with the goal of solving the problem, so to speak, fundamentally
