This monograph is a rare in Russian legal science by the study of the national payment system of Russia. The work discusses the theoretical and practical problems of the creation and functioning of the national payment system.
The national payment system is considered as a three -level system based on unified principles of construction. The elements of the national payment system that make up its structure, including various types of payment systems, are considered. An analysis of the legal foundations of the organization of interaction in the national payment system of Russia at the present stage and the assessment of its effectiveness, as well as ways to maintain the stability of the national payment system, have been proposed. The calculation systems used in the national payment system, as well as the payment tools used in the national payment system. Attention was paid to the legal aspects of the functioning of the Mir payment system, in which 142 banks and the Mir Payment card are already involved.
