The textbook discusses a set of issues related to the functioning of the budget system of the Russian Federation. Based on the analysis of financial theory and budgetary practice at various levels of management, the foundations of the budget device and the budget process in Russia are formulated. Particular attention is paid to the formation of income and expenses of regional and local budgets, as well as the regulation of intergovernmental relations, and relevant aspects of the use of program-targeted budgeting are set out.
