Before the war, the captain of state security Viktor Alexandrovich Lyagin (1908-1943) worked in San Francisco and New York along the scientific and technical intelligence line of the NKVD. In August 1941, he headed the illegal residency of the minibuses operating in the Black Sea city of Nikolaev, occupied by the Nazis, and then all the Nikolaev underground. The city, in which, according to one of the leaders of the Reich, the German soldiers feel like in a resort ", soon turned into pitch hell for them. However, in 1943, due to the betrayal, the Ligin was arrested by the Gestapo, withstood inhuman torture, not saying anything to the enemy, and was executed. In 1944, he was awarded the title of Hero of the Soviet Union (posthumously).
