Sergey Yulievich Witte (1849 - 1915) - a well -known reformer, state and politician of the Russian Empire. During the years of the Russo-Turkish war, Witte has established himself as an administrative and skilled administrator, for which he was awarded the highest gratitude. Later, while already in the public service as a Minister of Finance, Witte achieved the introduction of the “gold standard” in the financial system and provided an influx of investors, which is why there was a sharp acceleration of industrial growth in the Russian Empire.
