The release of the book is dedicated to the 250th anniversary of Mikhail Mikhailovich Speransky, an outstanding statesman of Russia. The study of A.F. Smirnova comprehensively illuminates and reveals the formation and significance of M.M. Speransky as a theorist and practice of public administration, legislative activities, a systematizer and the legislation codifier, the founder of moral principles of the state. The giftedness, high professionalism, the ability to honestly serve the Fatherland in any circumstances allowed N.M. Karamzin call M.M. Speransky Great State Man. This book was the last work of the historian and jurist A.F. Smirnova (1925-2009) of a number of studies on the history of Poland and Belarus: “Kastus Kalinovsky” (1959), “Sigismund Serakovsky” (1959), “Revolutionary ties of the peoples of Russia and Poland (1830-1860s)” (1962) , “The uprising of 1863 in Lithuania and Belarus” (1963), where he largely became the discoverer of documents and historical facts. He was an outstanding connoisseur of the X1x century - the publisher and biographer N.M. Karamzin - “Nikolai Mikhailovich Karamzin” (2006), historians N. Kostomarov and V.O. Klyuchevsky created the fundamental work of the initial steps of Russian parliamentarism - “The State Duma of the Russian Empire (1906-1917): historical law outline” (1998), which did not lose relevance and was reassembled in 2021
