The monograph is devoted to the study on the new archival material of the little -known aspects of the diplomatic background and the history of the Genoese and Hague conferences of 1922, which became a serious attempt to normalize political and economic relations between Soviet Russia and the countries of the West after the First World War. The intense preparatory work on the development of tactics of the Russian delegation, its programs, in particular, the search for borders of possible concessions from Russia on the requirements of European powers as the conditions for providing financial assistance, the essence of the tactical disagreements of the Western powers in the assessment of the “Russian question” was shown. The recognition of the debts of the pre -war and wartime, Soviet Russia made it dependent on the provision of loans, the development of economic relations due to the fundamental political and economic concessions, which the West insisted on it, was unacceptable for it. Despite the fact that it was not possible to solve the Russian problem either in Genoa or the Hague, these conferences were barren for Russia, for the first time after the revolution, it returned to the ranks of world politics.
