The presented monograph is devoted to the little -studied problem of the struggle of local gendarmes with revolutionary organizations, the study of the events of the gendarmes to suppress revolutionary activity, the study of the relationship of political investigation with the revolutionary movement. The author showed that the gendarmes missed a change in the situation in the country at the end of the 19th century, which resulted in the creation and strengthening of the cells of revolutionary parties in the places of cells, but managed to straighten the situation already during the first Russian revolution, moving from the tactics of suppressing revolutionary actions to prevent them.
