This documentary is the first full publication of the minutes of the meetings of the two congresses of representatives of the Muslim peoples of Soviet Russia and the adjacent countries that took place in Moscow in 1918 and 1919. The protocols reflect the most important problems in the life of the Muslim peoples of Eurasia as a whole, the course of discussions of key decisions in the field of public administration, foreign and domestic policy of the RSFSR in relation to Muslims, their religion, traditions, and culture.
