The monograph considers the formation and development of the system of official relations in the Russian state of the XV -XVI centuries, is shown the process of the gradual formation of the most significant institutions that determined the nature of the relationship between state power with the masses of servants. The most important of them were the distribution of compulsory service, the creation of the sovereign of the court, wide local distributions, the introduction of salaries, and then the appearance of service “cities”.
